The Naval Sea Systems Command (NAVSEA) intends to issue a sole source modification to N00024-23-C-6106 to procure additional hours for Options 1-4 to support increase production requirements. The current Cost plus Incentive Fee (CPIF) contract is with Lockheed Martin Corporation to support MK48 Heavy Weight Torpedo (HWT) maintenance actions. The increase will require an additional 57,002 man-hours per year for a total of 279,115 man-hours for option years 1-4.
The contract is for the operations at the MK48 Heavyweight Torpedo IMA and PDLR facility at NUWC Keyport Detachment, Pacific in Pearl Harbor, Hawaii. The current contract includes staffing the IMA and PDLR facility to perform maintenance actions on MK48 MOD 6 (including MOD 6 Advanced Common Torpedo (ACOT)) and MOD 7 Common Broadband Advanced Sonar System (CBASS) exercise and warshot torpedoes per year.
The maintenance actions required are defined as exercise-to-exercise conversions, warshot-to-exercise conversions, exercise-to-warshot conversions, warshot inventory reliability evaluation preparations, warshot verifications, and backhaul (wet and dry) maintenance. Torpedo maintenance is required, including cosmetics and torpedo software changes. The contractor is required to maintain the facility and associated industrial plant and torpedo test equipment at the Pearl Harbor IMA.
Additionally, the contractor is required to provide all IMA infrastructure support such as Progressive Depot Level Repair (PDLR), Test Equipment Maintenance (TEM), production planning, maintenance of technical procedures, Quality Assurance, inventory management, configuration management, HAZWASTE management, training, audit support, and ordnance handling. The Pearl Harbor IMA facility is Government owned property.
The building, handling equipment, individual parts, and tools necessary to complete Intermediate Maintenance are also Government owned.
Lockheed Martin Corporation is the only company with the requisite experience to conduct all of the unique HWT maintenance and related ancillary processes at the IMA for the repairs/maintenance of MK48 MOD 6 and 7 ADCAP torpedoes and the only company with certified technicians that can provide the associated repairs/maintenance within the available program resources and in the time frame required at Pearl Harbor, Hawaii.
