V-22 ODSSHI A1 Kits and Installs

Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), intends to negotiate and award a firm-fixed price delivery order under Basic Ordering Agreement N00019-22-G-0002 to Bell-Boeing Joint Program Office on a sole source basis. The anticipated order will be for the purchase of the remaining Osprey Drive System Safety and Health Information (ODSSHI) kits, installs, and spares as required to retrofit the entire Fleet of MV-22, CV-22, and CMV-22 aircraft.

The proposed contract action is for efforts that the Government intends to solicit and negotiate under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplied or services will satisfy agency requirements. Bell-Boeing JPO is the sole developer, designer, and manufacturer of the V-22 aircraft.

As such, Bell Boeing JPO is the only responsible source with the necessary access to the technical data and requite expertise to perform the contemplated effort within the required schedule. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider any capability statement received within 15 days of publication of this synopsis.

A determination by the Government not to compete this proposed delivery order based upon responses to this notice is solely within the discretion of the Government.
