The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order (DO) under Bell Boeing Basic Ordering Agreement N00019-22-G-0002 to the Bell Boeing Joint Program Office, 401 Tiltrotor Dr, Amarillo, TX 79111 on a sole source basis for the integration, documentation, test and evaluation, and Non-Recurring Engineering (NRE) to incorporate the ARC-210 Generation 6 radio into all MV-22B and CV-22B aircraft radio positions.

The MV Gen 6 radios will be upgraded with position #2 and the CV Gen 6 radios will be upgraded with positions #1 through #4. This effort will also incorporate the Remote Controller Unit (RCU)-B into the MV-22B and CV-22B configurations. This is a follow-on effort. The current effort isn under Basic Ordering Agreement N0001917G0002, Delivery Order N0001921F0003. This effort will is anticipated to be contracted as a two (2) year DO. The planned award date is August 2025. ?

This action is being pursued on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.? Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.

However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
