GQM-163A Coyote Supersonic Sea-Skimming Target (SSST) FACS and MCVA Replacement

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD awarded a sole-source Firm-Fixed-Price (FFP) Delivery Order under the sole-source Basic Ordering Agreement (BOA), contract number N00019-21-G-0002, with Northrop Grumman Systems Corporation (NGSC), Chandler, AZ.

The delivery order is for non-recurring engineering efforts required to replace the current Fin Actuator Control System (FACS) and Motor Control Valve Actuator (MCVA) of the GQM-163A Coyote Supersonic Sea-Skimming Targets (SSST). This requirement was procured on a sole-source basis under the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) (formerly Title 10 U.S.C.

2304(c)(1)), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 20-0163 – redacted version attached to this announcement. NGSC is the sole designer, developer, and manufacturer of the GQM-163A Coyote SSST System to include unique mission kits, special tooling, software, and support equipment.

NGSC is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the GQM-163A Coyote SSST System.
