The F-35 Joint Program Off ice (JPO) intends to award an Indefinite-Delivery Indefinite-Quantity contract forthe following need: Continued development, installation/integration, testing, training, and delivery of the F-35 AutonomicLogistics Information System (ALIS). The contract will include both new capability development and currentsoft ware maintenance and sustainment.
The contract will support the 'ALIS to ODIN (A2O) which will re-design ALIS in accordance with current information technology and software development best practices. The contract will also include the production of ALIS hardware and administrative support ofthe fielded system.This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C.
2304(c)(1),as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government intends to award this effort to Lockheed Martin Aeronautics Company (Lockheed Martin), Fort Worth, TX. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government.
This notice of intent is not a request for competitive proposals; however, any capability statements, proposals,or quotations received within 15 days after the date of publication of this synopsis will be considered by the Government. Lockheed Martin is the sole designer, developer, manufacturer andintegrator of the F-35 aircraft and related equipment.
Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. Accordingly, Lockheed Martin is the only known qualified and responsible source able to fulfill the requirements specified herein. Subcontractingopportunities may be available and may be sought with Lockheed Martin.
This notice is not a commitment by the Government to issue a solicitation, make an award (or awards), or be responsible for any cost incurred by interested parties prior to award of a contract for the eff ort described above. Information provided herein is subject to change. The data associated with the F-35 JPO is export controlled and is not available to foreign sources or representatives.
