Notice of Intent to Sole Source - BlueHalo

THIS NOTICE OF INTENT IS FOR INFORMATION PURPOSE ONLY.

Program Manager Ground Based Air Defense (PM GBAD) within Program Executive Officer, Land Systems Marine Corps intends to negotiate and award on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) to BlueHalo, of 410 Jan Davis Drive, Huntsville, AL 35806 for the procurement of engineering and technical services to provide help desk support of the Stinger Training System (STS) program to provide additional capabilities in support of PM GBAD.

BlueHalo is the original designer, developer, and producer of the STS program and the services cannot be procured from any other source. The STS help desk support provided by BlueHalo is the only known and currently available non-developmental solution that provides the combination of performance, design, and production readiness that meets the PM GBAD requirements. The Government anticipates award of a Firm-Fixed-Price contract, with a base period of performance of 12-months and four 12-month option periods.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302.1(a)(2)(iii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This is not a request for competitive quotes. No formal solicitation package is available.

The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 08:00am Eastern Daylight Time on 02 June 2025. Responses received will be evaluated; however, a determination by the Government not to compete proposed procurement based upon responses to this notice is solely within the discretion of the Government.

All submissions shall become Government property and will not be returned. The North American Industry Classification System code is 541519, Other Computer Related Services. The Product Service Code is R425, Support - Professional: Engineering/Technical.
