Notice of Intent to Award a Sole Source contract for a Lyon & Healy Style 23 Concert Grand Harp Natural Finish

This is a Notice of Intent to Award a Sole Source Firm Fixed Price FFP contract using FAR Part 12 and Part 13 procedures. Supply needed: one (1) Lyon & Healy Style 23 Concert Grand Harp Natural Finish (part number 400023-100) and its Large Transport Cover (part number 601210-001-S). The Government intends to award on a Sole Source basis to:

FSR Consulting LLC DBA Cirrus Systems, 618 S Broad Street, Unit # 2, Lansdale, PA 19446 under the authority of FAR 13.106-1(b), the circumstances of the contract action deem only one source reasonable available. The reason for this Sole Source Award Intent is that Lyon & Healy Style 23 Concert Grand Harp Natural Finish vary from instrument to instrument. No two harps are exactly the same. Also, each Harp has unadjustable string tension.

Because of the unique physique of the harpist, she must play test the harp before it can be considered acceptable. The Style 23 Concert Grand Harp are available from many sources, but this model of the harp is on significant back order. It was difficult for the harpist to find an existing harp to play test. Fortunate enough, the harpist was able to find three harps that she was able to play test.

After playing test all three harps that she could find, she determined this one harp from FSR Consulting LLC to be acceptable and the best fit.

All interested and/or responsible sources who are interest for this requirement must have a Lyon & Healy Style 23 Concert Grand Harp Natural Finish and its Large Transport Cover on hand available for play testing, within 50 miles from the Marine Barracks Washington, Washington DC, and must email an estimate to the Contract Specialist, Sgt Jacie Liu, by 14 May 2024, 11:59 AM Eastern Time.
