THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in subpart part 12. 6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued.

Solicitation number M0023625Q0052 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 and DFARS Publication 20250117. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract for Marine Corps Recruit Depot, Parris Island, South Carolina, is the Contracting Activity in support of the Parris Island Museum to purchase three additional exhibit components to enhance the 250th Marine Corps Anniversary.

The three components are as follows. The first Marines interactive experience. This digital display using a 32-inch touchscreen will be an interactive game which the PIM currently has but needs redesigned and modernized with the addition of new graphics and videos. Modern Marine Wing enhancement: Major Battles of the Pacific War. This digital display using a 65-inch touchscreen will include 18 major Pacific War battles identified in the existing vinyl wall panel.

These battles upon the activation by the visitor will show Battle footage along with narrative text and pictures describing each battle This touch screen will need a panel constructed on the existing wall to accommodate the screen and a new background image surrounding the display screen. Alcove Panels for the 250th gallery. This involves designing, installing and fabricating two 43-inch screen inside one in each display case.

These screens will be activated using a wall mounted kiosk next to the alcove on the wall. Each screen will detail two uniforms that are displayed in each case. One alcove will also have a screen with animation detailing a Naval battle where the Continental Marines Are prominent featured. The other digital display will include a map of the North Atlantic detailing the actions of other nations during the Revolutionary war.

PIM requires a Contractor to design, construct and install the new panel for the Major battles of the Pacific display, to provide hardware and programming for all digital interactive experiences. The content of the exhibit shall be developed by PIM staff. In addition to the three components, travel and installation by the contractor for the duration of the installation. This solicitation is issued as a Small Business Set-aside.

The North American Industrial Classification System (NAICS) code for this requirement is 339950 with a size standard of 500 employees. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF1449 M0026325Q0052 attached to this synopsis.

Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. In accordance with FAR 13.106-2(b)(3), the government will conduct a comparative evaluation of quotations based on price and other non-price factors.

If more than one quotation is received, quotations shall be ranked in order of lowest price to highest price. Evaluations will commence with the lowest priced quotation. Evaluations will continue until at least two competiting quotations are found to be acceptable and have acceptable past performance.The Government will conduct a comparative assessment of the two competiting quotations that are found to be acceptable and have acceptable past performance.

The award will be made to the offeror whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
