THIS IS A SPECIAL NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A LIMITED SOURCES SOLE-SOURCE TASK ORDER AGAINST A GSA MULTIPLE AWARD SCHEDULE (MAS) CONTRACT TO SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC) FOR RESOURCE ENTERPRISE SERVICES (RES) SUPPORT SERVICES The United States Department of War (DoW), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a contract on a sole source basis to SAIC under its GSA MAS contract The period of performance is estimated to be for a 6-month base period with a 52.217-8, Option to extend Services.
The primary North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services. Small business size standard $34 million.
The anticipated action will be issued under the authority of the Multiple Award Schedule Program pursuant to 40 U.S.C. § 501, FAR Subpart 8.401(b), and General Services Administration Acquisition Regulation (GSAR) Subpart 538.7104-3(b)(1)(ii), only one source is capable of providing the products, services, or solutions required at the level of quality required because the products, services, or solutions are unique or highly specialized.
SAIC is the developer and continuous architectural sustainer of the Resource Enterprise Service (RES) platforms, possessing unique institutional knowledge of the Planning, Programming, Budgeting, and Execution (PBBE) process, RES source code, custom Oracle Application Express (APEX) configurations, and complex cross-system reconciliation algorithms (CIS/PRCP/NGRMS).
SAIC currently maintains agile applications critical to meeting rapidly evolving leadership demands, ensuring uninterrupted service during the active Program Review cycle and supporting the statutory delivery of the President’s Budget Future Years Defense Program (FYDP) to Congress pursuant to 10 U.S.C. § 221. This task order is intended strictly to maintain continuity of mission-essential services while a competitive follow-on contract action is finalized.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
