NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO QUALX CORPORATION FOR INFORMATION MANAGEMENT AND INFORMATION ACCESS SUPPORT SERVICES

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO QUALX CORPORATION FOR INFORMATION MANAGEMENT AND INFORMATION ACCESS SUPPORT SERVICES The United States Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Services (AD), on behalf of WHS Executive Services Division (ESD) intends to issue a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to QualX Corporation (6564 Loisdale CT Suite 305, Springfield, Virginia 22150-1830) for Information Management and Information Access Support Services.

The IDIQ contract provides ESD information management services and business solutions to the Office of the Secretary of Defense (OSD), WHS, and 14 DoD Agencies and Field Activities in addition to all DoD Federal Advisory Boards, Commissions, Task Forces (BCTFs). The award of the modification will encompass all remaining IDIQ ordering periods through February 16, 2027. The estimated value of the contract modification will range from $25M to $75M. The anticipated award will be made under the authority of 10 U.S.C.

2304(c) as implemented in FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

QualX is the only vendor that can meet the following requirements: 1) located within 30 miles radius of the Pentagon, 2) possess an active Top Security Facility Security Clearance (FCL) with Top Secret safeguarding; accredited for storage of Sensitive Compartmented Information (SCI), and 3) has an IT network certified by the Defense Counter Intelligence Security Agency (DSCA) and Sensitive Compartmented Information Facility (SCIF) accreditation by the Defense Intelligence Agency (DIA).

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

The Government reserves the right to cancel the Sole Source Award Modification.
