USDA’s Animal and Plant Health Inspection Service has a construction requirement to remove metal corrugated sheeting from building 6418 at Moore Air Base in Edinburg, Texas, and replace it with Hebel wall panels or equal.

Background: Building 6418 at Moore Air Base is a Mexican Fruit Fly Rearing Facility. The Mexican Fruit Fly Program is charged with the eradication of Mexican Fruit Flies from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. This project will be set aside for service-disabled veteran-owned small business firms only. The NAICS code is 238170 – Siding Contractors, with a small business size standard of $19 million.

The estimated magnitude of the project is between $500,000 and $1 million. The project will be set aside for small business concerns only. The solicitation will be posted on or about July 23, 2025.
