This justification addresses the need to limit competition to ServiceNow, as an Item Particular to One Manufacturer. ServiceNow is a proprietary, brand-name solution, and Carahsoft Technology Corp. is the Government Master Distributor and authorized reseller under the GSA MAS (as validated by GSA on January 7, 2026).
