Joint Base San Antonio has a brand name requirement to procure EVAPCO COOLING TOWER 250 TON, Model ATW 238-3J-2 CLOSED CIRCUIT COOLER, from a singular manufacturer for all current and future renovations of Building 1002 on JBSA-Lackland TX.. EVAPCO Cooling Towers were originally designed and installed on Bldg 1002, the construction period ending in 2002-2003. The system dorms utilize a closed-loop system and only these Evapco Cooling Tower can operate within the buildings existing HVAC system and controls.

This specific cooling tower model is required to maintain the building's unique climate control system. Without it, the safety of the military and civilian members in this building are at risk. The system is not compatible with other models. While cooling towers are available, they do not meet the precise specifications of this system, and no other alternative can provide the same functionality.

This will also reduce the total cost of ownership by eliminating inefficiencies and duplication in cost by reducing the need to train the Building maintainers on multiple different systems, and eliminates the need to install a different control system entirely. Standardization will allow maintenance and repair to be done in house as the primary option versus contracting out these services. This specific cooling tower was installed in the building during initial construction and renovation.

Any interested responsible party that believes they could manufacture a cooling tower that is equally or otherwise uniquely capable of meeting the requirements and functions similarlly within the exsiting system should submit a capability statement. You must also submit supporting evidence in sufficient detail to not only demonstrate the ability to fulfill the requirement but also demonstrate that competition would be more advantageous to the Government.
