Notice of Award of a Sole Source Contract for Strategic Communication Operational Support

Services provide program-level communications expertise to develop strategic communications plans that include analyzing the information environment; describing current and upcoming phases of communications initiatives; identifying and developing goals and measurable objectives; creating strategies, tactics, and communications measurements; identifying and executing communications support for the DHA networks and Military Treatment Facilities; and defining analytics and metrics to measure performance and communication effectiveness and outcomes.

Efforts include social media programs, senior leader communications, content management, strategic outreach, media operations, brand oversight, website management, and broadcast and video production supporting the Assistant Secretary of Defense for Health Affairs (ASD(HA)) and the Director, DHA.

The award value includes price of 4-months of service in a base period and option period plus the estimated price of extensions under FAR 52.217-8, Option to Extend Services, were the agency to exercise the full 6 months of extension available under that option authority.

The award was not competed pursuant to the authority of 10 United States Code 3204(a)(1) as implemented in FAR 6.302-1(a)(2), services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements.

Reorganization of the Communication and Public Affairs Division into two offices affected the specification of work for a follow-on support contract and delayed submittal of the procurement package such that this sole source award is required to continue services until the agency completes competitive selection of a new contract. Only the incumbent contractor can continue these services without advance notice and transition period. The approved justification for other than full and open competition will be posted by separate notice.
