Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program - Justification and Approval (J&A) for Other Than Full and Open Competition (2024)

This 6-month extension of the subject contract was executed via contract modification on October 24, 2024 under the authority of AIDAR 706.302-70 Impairment of foreign aid programs and in accordance to USAID operational procedures. This notice is in accordance with FAR 6.305.

Please note the statutory authority under AIDAR 706.302-70(b)(5) permits other than full and open competition when "it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief and rehabilitation" and the authority may be used for "an award which the Assistant Administrator responsible for the project or program makes a formal written determination, with supporting findings, that compliance with full and open competition procedures would impair foreign assistance objectives, and would be inconsistent with the fulfillment of the foreign aid program".
