Notice of Intent to Award a Blanket Purchase Agreement

In accordance with FAR 8.405-3(a)(1), the Navajo Area Indian Health Service, Gallup Service Unit in Gallup, New Mexico, intends to award a Blanket Purchase Agreement (BPA) with Cardinal Health 200 Inc for laboratory reagents and supplies on an as needed basis listed in Attachment 1 – Direct Issue Supplies.

The anticipated period of performance is February 12, 2024 through February 11, 2025. The applicable SIN and Category assigned to this procurement is 65 VII, Invitro Diagnostics, Reagents, Test Kits and Test Sets. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325413, In-Vitro Diagnostic Substance Manufacturing with a small business size standard of 1,250 employees.

The Gallup Service Unit is also seeking capable Indian Owned Economic Enterprises (IEE) and Indian Owned Small Business Economic Enterprises (ISBEE) to supply laboratory reagents and supplies on an as needed bases for the items listed in Attachment 1 – Direct Issue Supplies.

Any IEE or ISBEE sources that believe they are capable of fulfilling the government requirements as described are encouraged to submit their capability statement, price lists, and catalogs to the Point of Contact listed below via email only and no later than February 7, 2024. In accordance with the Buy Indian Act, 25 U.S.C. 47, the Indian Health Service shall give preference at all times, as far as practicable, to Indian economic enterprises.

If your firm is capable of providing the supplies described in this notice, complete the attached representation form and submit it along with the rest of the requested documents identified in this notice.

If claiming IEE or ISBEE status, complete and submit the attached IHS Buy Indian Act Indian Economic Enterprise Representation Form. Provide firm’s UEI Number. Evidence of recent (within the last five years) experience with work similar in type and scope to include:

In the event additional BPAs are deemed to be in the best interest of the government, capable vendors may be contacted. This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent.
