INTRODUCTION Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is inviting Expressions of Interest (EOI) from potential offerors for the design and replacement of five Primary Coolant System heat exchangers at the Advanced Test Reactor Complex (ATR Complex). Interested parties are nuclear certified and qualified prior to submitting their EOI.
BACKGROUND The five primary coolant system heat exchangers at the Advanced Test Reactor (ATR) require replacement due to aging. These essential U-tube, counter-current, crossflow, single-phase heat transfer (liquid-to-liquid) units facilitate the transfer of heat from the primary coolant system (PCS) to the secondary coolant system (SCS), ultimately leading to the cooling tower. Their efficient operation is critical to reactor functionality.
PROCESS The selected subcontractor will be responsible for the design, procurement, and oversight of the installation during the replacement of ATR’s five heat exchangers. The scope of work includes, but is not limited to:
Conducting a detailed assessment of the existing heat exchangers. Developing a comprehensive design plan for the new heat exchangers. Procuring the necessary materials and equipment. Overseeing the installation process to ensure compliance with safety and quality standards. Collaborate with ATR personnel on the above efforts to propose a replacement plan for five primary heat exchangers.
SUBMITTAL REQUIREMENTS Interested firms should submit their expressions of interest via email to the undersigned by close of business on 09/12/2025. Submissions must include detailed information demonstrating the responder’s qualifications, addressing each criterion listed in Section 3 above. Note that responses must be no more than 20 pages in length in PDF format. Only selected respondents, as determined by BEA, will receive an invitation to present their replacement plan.
