Renovation of Indoor Firing Range

In accordance with Federal Acquisition Regulation 5.204 - Pre-Solicitation Notices, Army Contracting Command – Rock Island issues this notification of proposed solicitation, W519TC-25-R-2009, for the procurement of construction services for the repair and completion of an Indoor Firing Range (IFR), in support of Office of the Program Manager - Saudi Arabian National Guard. The Contractor shall perform all work mentioned in the Attachment 0001 - Statement of Work (SOW).

Contractor shall bring the building to a fully functional IFR facility. The total estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00 USD. ACC-RI intends to issue a Request For Quote on or about 14 November 2024.

Updated 7 NOV 2024 Site Visit The IFR is on a Saudi Arabian Ministry of National Guard (MNG) military base with controlled access at main gates and at sub-compound gates. OPM-SANG is planning a Site Visit to be conducted after the release of the solicitation. Approved Access Packages will be required to enter the various sites for a future Site Visit. No more than 4 individuals and one car per company. Access Package must include:

List of personnel attending with their position, nationality, phone number and email address, copy of their Iqama, Muqeem and a 4x6 passport style current head photo on white background. Due to MNG regulations, Syrian, Lebanese, Yemenis, Turkish and Palestinian nationalities are prohibited from accessing the MNG base. This may change and to include other nationalities as MNG deems necessary.

Identification and verification of the company’s Saudi Arabian Business License conforming with the Kingdom of Saudi Arabia’s Vision 2030 and VAT Certificate. Contractor’s Unique Identifier Number and CAGE Code(s). For vehicles: Current registration, insurance, driver information and license. Please see Attachment 0002 - Requirements for Access to MNG Base OPM-SANG for more information on Access Package documentation required.

Site Visit Access Packages must be submitted prior to 1500 CDT 17 NOV 2024 to allow adequate time for review. Access Packages may be submitted before the release of the solicitation. Should the requiring activity request any changes be made to any Contractor’s site visit access documents or personnel, the Contractor will have 1 day from the date of the change request to provide required documentation. Submitting access package request does not guarantee admittance to the Site Visit.

Updated 12 NOV 2024 The Renovation of the existing Indoor Firing Range is a new requirement. Access Packages from the prior Pre-Solicitation Site Visit are no longer valid. Please submit a new Access Package for the future Site Visit, if your company would like to attend. Attendance to the Site Visit is not required to bid on the solicitation.

Updated 14 NOV 2024 The solicitation anticipated release date has been revised to on or around 20 NOV 2024. Site Visit is planned for 3 DEC 2024 and Industry Day for 4 DEC 2024. Details will be included in the solicitation. Access Packages are due prior to 1500 CDT 17 NOV 2024.
