Notice of Intent to Award – Multiple Blanket Purchase Agreements The Navajo Area Indian Health Service, Gallup Service Unit in Gallup, New Mexico, intends to place multiple-award Blanket Purchase Agreements (BPA) with FLATWATER GROUP, INC., LAKOTA ENTERPRISES INC, and NOR-KEM DISTRIBUTORS INC. for various janitorial and housekeeping supplies that include various size trash can liners, biohazardous bags, bathroom tissue, paper towels, disinfectants, toilet cleaners, floor cleaners, microfiber mops, microfiber cloths, dust mops, paper towel dispensers, tissue dispensers, and soap dispensers., “on an as-needed basis”. The anticipated period of performance is a base period of one year from the date of award with (4) option periods.

Base Period: January 15, 2026 to January 14,2027 1st Option Period: January 15, 2027 to January 14, 2028 2nd Option Period: January 15, 2028 to January 14, 2029 3rd Option Period: January 15, 2029 to January 14, 2030 4th Option Period: January 15, 2030 to January 14, 2031 The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325612 – Polish and Other Sanitation Good Manufacturing with a small business size standard of 900 employees.

No further awards will be made unless the need for Gallup Service Unit changes. The prospective, multiple-award BPAs as identified in this notice are sufficient at this time. In accordance with Part 12.201-1(e)(3)(i)(A), establishment of multiple BPAs constitute maximum practicable competition.

Any other sources that believe they are capable of fulfilling the government requirements as described are encouraged to submit their capability statement, price lists, and catalogs to the point of contact listed below via email only and no later than December 23, 2025 @ 10:00AM MST. In the event additional BPAs are deemed to be in the best interest of the government, capable vendors may be contacted and be requested to establish a BPA with the Government. This notice of intent is not a request for quotations and a solicitation will not be issued.
