The Navajo Area Indian Health Service, Pinon Health Center, Navajo Service Route 41, Pinon, AZ 86510, intends to award a non-competitive, sole source purchase order to Proposed Contractor, Elite Laundry Company, for linen laundry and dry-cleaning services. Authority cited (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available.

No other supplies or services will satisfy agency requirements. The Proposed Contractor is an Indian Owned Small Business Economic Enterprise, and IHS is required to contract with IEE/ISBEEs per the Buy Indian Act, 25 U.S.C. 47. The period of performance will be for one one-year base period plus four one-year option periods.

Base Period - 06/01/2025-05/31/2026 First Option Period - 06/01/2026-05/31/2027 Second Option Period - 06/01/2027-05/31/2028 Third Option Period - 06/01/2028-05/31/2029 Fourth Option Period - 06/01/2029-05/31/2030 The Proposed Contractor is the only organization uniquely qualified to provide the required services for linen laundry and dry-cleaning services to ensure that there is no interruption in services that could impact direct patient care. Services need to meet hospital grade laundering requirements.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
