NATO Business Opportunity: Procurement of Hardware for Fielding, Operations, and Maintenance of Targeting Systems at NATO Intelligence Fusion Center (NIFC)

Supreme Headquarters Allied Powers Europe (SHAPE) has issued an Invitation For International Bid (IFIB) for the procurement of hardware for fielding, operations, and maintenance of targeting systems at NATO Intelligence Fusion Center (NIFC). The NIFC provides SHAPE and Allied Command Operations (ACO) with timely, relevant, and accurate intelligence so as to support planning and execution of NATO operations and to enable deterrence and defense of the Euro-Atlantic area.

U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation, and 4) be issued a Declaration of Eligibility (DOE) by the U.S. Government.

The reference for the IFIB is IFIB-ACO-SH-24-11 and all correspondence regarding the IFIB should include this reference. Delivery location: RAF Molesworth, United Kingdom SUMMARY OF REQUIREMENT The requirement is for the supply and delivery of hardware for fielding, operations, and maintenance of targeting systems at NIFC.

This is a re-competition of the IFIB-ACO-SH-23-26, which did not result in any contract award as no bids were submitted to SHAPE. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.

The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
