The U.S. Navy's Undersea Warfighting Development Center Detachment Arctic Submarine Laboratory (UWDC Arctic Submarine Laboratory) is seeking proposals from qualified contractors to provide air charter services to support Arctic operations for ICEX 2026. This solicitation includes four distinct Contract Line-Item Numbers (CLINs), each with specific requirements as outlined in the attached Performance Work Statement (PWS).
Rear Loading Aircraft (Personnel and Cargo) (CLIN 0003) Rotary Wing Aircraft (Personnel and Cargo, 2 Aircraft) (CLIN 0004) 07 Jan 2026 Amendment Notice for CLINs 0003 and 0004 Amendment Notice for CLINs 0003 and 0004 This amendment is specifically seeking vendors to fulfill the requirements outlined under CLINs 0003 and 0004. Vendors are encouraged to submit proposals for one or both requirements.
Proposals may include the use of a single aircraft or multiple aircraft, provided that the proposed aircraft meet all requirements as specified in the Performance Work Statement (PWS) and the solicitation. Given the niche nature of the requirement, vendors are also encouraged to propose aircraft that may not fully meet the requirements but are close to the specifications outlined. Such aircraft will be considered for evaluation as part of the effort to identify all viable options.
All available aircraft that satisfy or closely align with the requirements are eligible for consideration. Additionally, vendors may choose to submit proposals solely for passenger or cargo requirements, depending on their capabilities. Please note that all proposals, regardless of the aircraft proposed or the scope of the submission, will be subject to the same evaluation criteria as outlined in the solicitation. Vendors are advised to ensure their proposals address all evaluation factors to the fullest extent possible.
