Universal Services Contract - 10 (USC-10) RFP Package

UPDATE: February 22, 2024 | The USC-10 RFP has been amended via Amend 0004 to clarify 4 follow-on comments received on RFP Q&A Round 2. Please ensure that all amendments have been signed and sent to the email addresses listed in the solicitation. Offerors may submit a separate email acknowledging Amend 0004 if the proposal has already been submitted.

UPDATE: February 20, 2024 | The USC-10 RFP has been amended via Amend 0003 to post Q&A Round 2 and to revise attachments/exhibits.

UPDATE: February 9, 2024 | The USC-10 RFP has been amended via Amend 0002 to extend the RFP closing date from 20 Feb to 23 Feb 2024 at 11 am CT. Additionally, the Government is posting the Power Point Slides from the Pre-Proposal Conference with the attendance list.

UPDATE: JANUARY 30, 2024 | The USC-10 Pre-Proposal Conference RSVP deadline is being extended through 0900 AM CT, 1 February 2024. Additionally, the conference space will now allow us to accept RSVP submissions for up to three (3) individuals per company.

Pre-Proposal Conference: USTRANSCOM will host the USC-10 Pre-Proposal Conference on 6 February 2024 from 9:00 AM – 1:00 PM Central Time. The conference will be held at the Scott Event Center, Paegelow Street., Scott AFB, IL 62225. Please RSVP to the email addresses below by 5 PM CT on 29 January 2024. Due to conference space limitations, we request RSVP submissions of no more than two (2) individuals per company.

Visitor passes will need to be coordinated for attendees who do not have credentials (e.g., Common Access Card, military ID) to enter a military installation. If you do not have access to Base, you must indicate as such on the RSVP so we can issue you a visitor pass. RSVP to the following:
