The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Army Medical Research Institute of Infectious Disease (USAMRIID), is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.
The Government intends to negotiate on a sole source basis in accordance with FAR 13.106-1(b)(1), “only one source reasonably available”, a contract with Potomac Affinity Proteins, LLC for a research and development requirement. This requirement is for developing and testing a protease cascade that is capable of detecting protein targets in environmental samples and uses target-specific antibodies, or related ligands, to specifically aggregate the protein target and trigger a signal cascade.
This contract will be issued on a sole source basis as the Government’s market research indicates that Potomac Affinity Proteins, LLC is the only source available for performing this unique requirement, as presented within their unsolicited research proposal. The North American Industry Classification System (NAICS) code for this requirement is 541714 (Research and Development in Biotechnology (except Nanobiotechnology) with a Size Standard of 1,000 employees).
This announcement fulfills the synopsis requirements under FAR 5.102(a) (3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response.
Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the contract will be awarded without further remark.
