Notice of Intent to Sole Source - Immunohistochemistry and Analysis Services

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), to award on a sole source basis, in accordance with FAR 13.106-1(b)(1), to The Greater Los Angeles Veterans Research & Education Foundation, 11301 Wilshire BLVD Bldg 114 RM 218, Los Angeles, California 90073, for immunohistochemistry and histopathological analysis of macrophages, blood-brain barrier (BBB) integrity and neurogenesis in soman (GD) exposed developmental and adult rodent brains.

Subject matter expertise in cholinergic-induced toxicity and expertise in developmental studies of efficacy of anti-seizure medications is needed. This vendor previously provided input for a study design and, if the same vendor is not utilized, prior studies completed under USAMRICD's protocol would need to be repeated to compare with the same techniques (ultimately increasing the estimated cost of by $1.7M) of the current project. This announcement fulfills the synopsis requirements under FAR 5.203(a).

USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Interested concerns must submit their capability statement in writing to the email address listed below by the listed due date and time.

Submissions that request documentation or request additional information or that only ask questions will not be considered affirmative responses and will not be considered valid. Responses not considered valid will not be evaluated further. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
