The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source, indefinite delivery indefinite quantity (IDIQ) contract on behalf of the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to Leinco Technologies, 410 Axminister Dr. Fenton, MO 63026 under authority of 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source under the authority of the simplified procedures for certain commercial items.
This requirement is for the delivery of anti-mouse IFNAR-1 MAR1-5A3, PLATINUM Functional Grade Antibodies (lot #01231355) to support ongoing vaccine and therapeutic efficacy testing in mouse models of Crimean Congo Hemorrhagic Fever Virus (CCHFV) infection. USAMRIID has found that there is significant lot to lot variability of this mAb and some lots of mAb do not work for the government’s needs. USAMRIID requires a significant quantity of a single/same lot of this mAb that can be utilize for all experiments.
USAMRIID will need approximately 200 mg per a single n=100 mouse study and would estimate needing 15,000-20,000 mg over the course of 5 years. The antibody must be a certain lot #01231355 as this lot works for USAMRIID’s in vivo studies. USAMRIID has tested other lots of this particular antibody and only one has shown to result in a fully lethal infection (#01231355), and the other lots resulted in sublethal infection suggesting reducing antibody potency.
Given the information above, Leinco Technologies is the only vendor capable of providing this product needed to meet the government’s needs. This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide this product.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than 1300 Eastern Time, 07 June 2024.
