UPDATE: The purpose of this amendment (0002) is to revise the Combined Synopsis Solicitation:
a. Post CSS Coagulation Attachment 3 Quote Sheet Amendment 0002 for feedback; and 
b. Feedback due 1300 PST on Wednesday, 3 June 2026 (ensure feedback sent to both POCs). 
Acknowledgement of this amendment and any resultant amended quotation shall be submitted utilizing the CSS Coagulation Attachment 3 Quote Sheet. All other paragraphs, provisions, and conditions of this CSS remain unchanged.

UPDATE: The purpose of this amendment is to update the Combined Synopsis and Solicitation (CSS) Questions due date and the Quotations due date. Please see CSS Cover Letter and CSS HT941026Q2004 0001.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. Solicitation Number HT941026Q2004 is issued as a Request for Quotation (RFQ). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective 03/13/2026 and Defense Federal Acquisition Regulation Supplement (DFARS) change 11/10/2025. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 – Analytical Laboratory Instrument Manufacturing. The size standard is 1000 employees. The Product and Service Code (PSC) for this requirement is 6550 – In-Vitro Diagnostic Substances, Reagents, Test Kits and Sets. This acquisition is not set-aside for small business concerns. This is an unrestricted procurement, inviting full and open competition. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The requirement is for a cost per reportable result (CPRR) contract for coagulation analyzers to support military treatment facilities (MTFs) and their workloads (see CSS for list of MTFs).
