THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency intends to negotiate on a sole source basis IAW FAR 13.501(a), Only One Responsible Source. The proposed source is:

VOLPARA HEALTH, INC. 19000 33RD AVE W STE 130 LYNNWOOD, WA 98036-4753 The U.S. Naval Hospital Yokosuka, Japan requires Mammography Reporting Services (MRS) for breast health clinic patients. MRS provides software for reporting, tracking and generating correspondences for mammography and all other breast related procedures in accordance with the statement of work. Software should seamlessly integrate into the radiologist’s workflow to increase efficiency in Radiology staff meeting the American College of Radiology (ACR) BI-RADS criteria and Food and Drug Administration (FDA) Mammography Quality Standards Act (MQSA) requirements.

Period of Performance: Base plus 4 option years (20-Apr-2024 to 19-Apr-2030) There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 513210. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.

However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If a vendor challenges the basis of this requirement, please email product capability statements (formats for submission: PDF, MS Word, or MS Excel) under notice number HT941025N0058 to Raphael Badagbor at raphael.k.badagbor.civ@health.mil. Closing date for challenges is no later than 08:00 a.m. Pacific Time on 24 March 2025. No phone calls will be accepted.
