Scope: The Defense Health Agency Contracting Activity Southeastern Healthcare Operations Contracting Division (DHACA-SEHO-CD) intends to award a firm fixed price, Full and Open Competition to provide one (1) 128 Slice Computed Tomography (CT) System. The contract will consist of a base Period of Performance (POP) of 5 months and one Option periods of 4 months. The POP start date is August 1, 2024. The CT system shall be able to scan the entire body habitus of the patients.

The CT system shall be able to perform scout scans in lateral and/or anterior-posterior planes for accurate scan localization. It should support anatomical range definition for prospective reconstructions. The system shall be capable of moving the patient as the table moves incrementally between scans. The system shall be capable of acquiring up to 128 slices in one rotation, the CT system should have the ability to support gated cardiac calcium scoring examinations using the wireless vital signal module (VSM).

The system shall be able to preview reconstructions, real-time reconstructions, reconstructions after preview and Off-Line Reconstructions. The system shall be able to properly display the CTDlvol (Unit:mGy/100mAs) and DLP dose reports for each patient after completing their CT examination.

The statutory authority for the sole source procurement of these supplies and services is Federal Acquisition Regulation (FAR) Subpart 12.603, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services; FAR 12.602, Streamlined Evaluation of Offers. This notice is not a request for competitive proposals. However, the Government will consider all quotes received prior to the closing date and time of this solicitation. The solicitation number is HT9406-24-Q-128SLICECT.

This announcement is issued as a Request for Quote (RFQ). The U.S. NMRTC Guantanamo Bay, Cuba has a requirement for a single contract for one (1) 128 Slice Computed Tomography (CT) System. The Contractor shall provide full contract support and full maintenance support.

Shall provide qualified, certified technicians, test equipment, tools, and materials to perform troubleshooting, repair, preventative maintenance, software upgrades, firmware upgrades, operational checks, and adjustments to on-site equipment in order to ensure the equipment is fully operational and within manufacturer specifications at all times. Refer to Attachment 1-Essential Characteristics.

Place of Performance: The U.S. NMRTC Guantanamo Bay, Cuba. To be considered for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Responsible sources may identify their interest and capability that shall be considered by the agency. This notice is NOT a request for competitive proposals.

A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The CT system shall be able to scan the entire body habitus of the patients. The CT system shall be able to perform scout scans in lateral and/or anterior-posterior planes for accurate scan localization. It should support anatomical range definition for prospective reconstructions.

The system shall be capable of moving the patient as the table moves incrementally between scans. The system shall be capable of acquiring up to 128 slices in one rotation, the CT system should have the ability to support gated cardiac calcium scoring examinations using the wireless vital signal module(VSM). The system shall be able to preview reconstructions, real-time reconstructions, reconstructions after preview and Off-Line Reconstructions.

The system shall be able to properly display the CTDlvol(Unit:mGy/100mAs) and DLP dose reports for each patient after completing their CT examination. The systems clinical applications should include 2D/3D Image Review/Edit, 2D/3D Post-processing, Evaluation tools, 3D image reconstruction and advanced applications. The system shall have the proper data management to include, DICOM, Networking, DVD/CD Archiving, Filming, MPPS, Workstream 4D.

Should include a Coronal Prone and Supine Head Holder, should be able to include iMAR-Metal Artifact Reduction. The system specifications should include the Z-Detector, X-Ray Tube & HV Generator, Gantry and Patient table. The system shall be able to be able to provide image quality to include spatial resolution, Low-Contrast Detectability, Image noise and CT Number Display range.

Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

The system, including claims made for the product, shall be regulate and compliant by the FDA under two statutes which includes being regulated as radiation-emitting electronic products under the Radiation Control for Health and Safety Act and as medical devices under the Medical Device Amendments to the Food, Drug, and Cosmetic Act.

The Vendor shall provide service engineer training to the onsite biomedical repair technicians for them to be able to provide preventive and first line corrective maintenance coverage due to the isolated location of Naval Hospital Guantanamo Bay, Cuba.

If onsite troubleshooting is deemed to be unsuccessful in resolving the instrumentation issues, a Vendor service technician shall respond via telephone within (24) hours after receipt of trouble call to start coordinating their travel to the island with the onsite biomedical repair technicians. The Vendor shall ensure the 128 Slice trailer is water proof before transporting to Guantanamo Bay, Cuba ensuring the CT machine is safe from the elements of the weather.

The Vendor shall provide full contract support and full maintenance support. Shall provide qualified, certified technicians, test equipment, tools, and materials to perform troubleshooting, repair, preventative maintenance, software upgrades, firmware upgrades, operational checks, and adjustments to on-site equipment in order to ensure the equipment is fully operational and within manufacturer specifications at all times.

The Vendor is responsible for ensuring a minimum of two competent repair technicians who are appropriately screened in accordance with the base clearance requirements and able to be cleared to travel to Naval Station Guantanamo Bay to fulfill our service option needs. Upon delivery, the vendor shall be responsible for uncrating the unit/system, transporting it through the facility to the location of intended use for installation, and removing all trash created in this process. If interim storage is required, the vendor shall make arrangements for the storage.
