Notice of Intent to Procure AMS Connect

THIS IS NOT A REQUEST FOR QUOTE / PROPOSAL The Defense Health Agency (DHA), Northeastern Markets Contracting Division (NM-CD), on behalf of Walter Reed National Military Medical Center (WRNMMC) intends to award a firm fixed price contract on a sole source basis to AMERICAN MESSAGING SERVICES, LLC (CAGE: 4G5K7) 1720 Lakepointe DR STE-100 Lewisville, Texas 75057-6425, United States The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”.

The contract is intended to procure the AMS Connect. It is a secure messaging service for hospital providers and staff to receive and/or respond to messages instantaneously via Contractor-provided pagers and/or customer-provided smartphones. AMERICAN MESSAGING SERVICES, LLC is the only vendor that owns the proprietary copyrights of this software and product. This notice of intent is NOT a request for competitive proposals or quotations.

Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Phone calls will not be accepted. A determination by the Government to not compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offeror’s capability to provide the training required and shall be furnished at no cost or obligation to the Government.
