Office of Small Business Programs Support Services - Amend 7

The Government intends to award a firm fixed-price contract, under an 8(a) competed set-aside, to provide support services for the Defense Health Agency (DHA) Office of Small Business Programs (OSBP). Work will be performed at the Defense Health Headquarters Government Facility in Falls Church VA 22042, and off-site at the contractor facility. Personnel should be available to attend regular meetings and support on-site requirements at Government facilities in the National Capitol Region.

The requirement provides a full range of operational and management support for the DHA OSBP. Support includes various business, technical, analytical and administrative function to comply with the requirements of the Department of Defense Directive Instruction 4205.01 and the Small Business Act. Award will be for one (1) 12-month base period and four (4) 12-month option periods. Proposal evaluation will be based on the best value to the government, considering technical, past performance and price factors.

Period of performancer listed in the solicitation are plug in dates only for the purpose of finalizing the solicitation. Award is estimated during 2Q FY26. Pre-proposal inquiries will be accepted until September 2, 2025, 4pm Eastern Time. All inquiries must be submitted to Contracting Officer Vicki L. AMENDMENT ONE - Change Dates The due date for Questions is changed from September 1, 2025, 4pm EST, to September 2, 2025, 4pm EST. The due date for submittal of Past Performance Questionnaires is changed from September, 1, 2025, to September 22, 2025. AMENDMENT TWO - Extend Proposal Due Date The due date for submittal of proposals is changed to October 7, 2025, 4:00pm EST.

AMENDMENT THREE - Extend PPQ and Proposal Due Dates The due date for submittal of Proposals is changed from October 6, 2025, to October 20, 2025. The due date for submittal of Past Performance Questionnaires is changed from September 22, 2025, to October 14, 2025. AMENDMENT FIVE - Extend PPQ and Proposal Due Dates The due date for submittal of Proposals is changed from November 3, 2025, to November 24, 2025. The due date for submittal of Past Performance Questionnaires is changed from October 14, 2025, to November 4, 2025. AMENDMENT SIX - Issue Responses to Industry Questions and Extend Due Date The due date for submittal of Proposals is changed from November 24, 2025 to December 19, 2025. See attached SF-30 Amendment 6, dated November 13, 2025, for full description of changes.
