This action is for an undefinitized contract action (UCA), awarded to KPMG, LLP on behalf of the Defense Counterintelligence and Security Agency (DCSA). The contractor will provide immediate, expert advisory and assistance services to support an urgent organizational transformation of DCSA's Acquisition and Technology (AT) directorate, which is required to successfully execute the National Background Investigation Services (NBIS) program. The scope requires the concurrent performance of two main tasks:

1) The development of the NBIS Integrated Master Schedule (IMS), complete with a critical path and risk analysis;

2) A comprehensive assessment of the DCSA AT parent organization to ensure it is optimally structured to manage the NBIS implementation and support the agency's broader mission.This sole-source action is justified by an unusual and compelling urgency to meet a critical and non-negotiable congressional mandate for the NBIS program.
