Notice of Intent to Sole Source to American Productivity & Quality Center (APQC)

This is a notice of the Government’s intent to solicit from a single source for American Productivity & Quality Center (APQC) annual membership.

The period of performance for this requirement is expected to be August 4, 2024 – August 3, 2028. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization).” The APQC is the only provider for its annual membership.

The APQC annual membership includes access to APQC's extensive library of resource, participation in APQC's training programs and workshops, networking opportunities with other professionals, and access to AQPC's online resources. This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirement, that competition would be advantageous to the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties should submit a capability statement to the Contract Specialist by the closing date of this notice.
