THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposal or quote. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
As part of its market research, the Defense Commissary Agency (DeCA) is issuing this Sources Sought to determine if there is an adequate number of qualified vendors capable of fulfilling a recurring requirement to provide the following paper bags for patron use to package and transport puchased goods from the Commissary.
A full Statement of Work (SOW) is outlined in Attachment A. Paper Bag Characteristics and/or Specifications Paper Bags Specifications as approved: Bag, Grocery, Kraft Paper, 1/6 Barrel, Unbleached Kraft Paper Grocery Bag shall be 1/6 barrel, (1386 Cubic Inches), with the following measurements: 12” Face Width X 7” Length. Bags shall be heavy duty, self-opening, single wall, and made with a minimum 40% post-consumer or recovered fiber. Minimum Paper Strength Shall Be as Follows:
TEAR M.D. 120 Gram (TAPPI TEST T414 or Equal) TEAR C.D. 140 GRAM (TAPPI TEST T414 or Equal) TENSILE M.D. 50LB.IN (TAPPI TEST T404 or Equal) MULLEN 45 LB (TAPPI TEST T403 or Equal) 400 Bags Per Bundle / 18 Bundles Per Pallet *EPA ITEM If you are interested in this upcoming opportunity, please respond with the following:

Meet the Buy American statute FAR 52.225-1 or provide country of manufacturer. Interested vendors are reminded that in accordance with FAR 4.203, electronic annual representations and certifications must be completed to be considered for future award. In addition, FAR 4.203 states that prospective vendors shall be registered in the System for Award Management (www.SAM.gov) database. All small business set-asides shall be verified in SBA using the Small Business Search.
