Notice of Intent to Sole Source -Continuation of Program Management Assistance Contract– (PMAC)

DESCRIPTION OF WORK: Defense Commissary Agency proposes to increase the capacity and time of its contract HDEC0318D0004 with Jacobs Government Services, Inc, for the continuation of Program Management Assistance Contract– (PMAC). Jacobs Government Services, Inc is the current contractor that is already mobilized to the site and has exclusive knowledge of the work.

The Architect-Engineer (A-E) Program Management Assistance Contract (PMAC) provides single and multi-project construction oversight management assistance and other supporting architectural and engineering services to DeCA.

Support services (include, not limited to) the following disciplines: Architectural Programming, Architecture, Civil Engineering, Structural Engineering, Electrical Engineering, HVAC and Refrigeration Engineering, Plumbing Engineering, Fire Protection Engineering, Interior Design, Landscape Architecture, Commissioning Authority, Cost Estimating, LEED (Leadership in Energy and Environmental Design) Specialist, and Information Technologies Engineering, and Construction Management.

The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Richard Delgado, at Richard.Delgado@deca.mil with the Notice ID number referenced in the subject line.
