NOTICE TO INDUSTRY Subject: Strategic Pause of Missile Defense Agency (MDA) IT Operations and Engineering Solutions (MIOES) Request for Proposal (RFP)

Date: April 9, 2025 This notice informs all interested parties that the MDA is placing the release of the MIOES RFP on hold until further notice. The Agency is currently reassessing the procurement landscape in light of the recent Executive Order, 'Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement' that may impact the acquisition strategy for this requirement.

This reassessment is necessary to ensure alignment with the latest Federal guidance and to optimize the acquisition approach for the benefit of both the government and industry partners. The Agency understands the importance of this requirement and appreciates the interest and efforts invested by industry to date. We are committed to providing an update on the status of this procurement as soon as practicable. Further information and any revised acquisition schedule will be disseminated via SAM.gov. We encourage interested parties to periodically check SAM.gov for updates. Thank you for your understanding and continued interest.

14 February 2025 Amendment: The purpose of this amendment is to:

1. Provide the Questions and Answers from the Draft RFP in attachment MIOES Full DRFP QnAs 1.30.2025.

2. Provide the attachment MIOES CPFF Approach.

3. Provide the following Performance Work Statement Attachments: a. MIOES Basic IDIQ PWS b. MIOES C2BMC Support Task Order PWS c. MIOES Enterprise IT Service and Service Delivery Task Order PWS d. MIOES Mission Engineering Task Order PWS Please use the question and answer (Q and A) template titled Attachment L-07 MIOES Question Matrix attached to this release to submit your questions, concerns, comments, and/or suggestions regarding these documents. The Government has no obligation because of this posting.

It is the potential offeror's responsibility to monitor SAM.gov periodically for updates to this procurement. Please submit responses to MDAMIOES@mda.mil, no later than 6:00 PM Mountain on February 24, 2025. Questions or comments will not be addressed by telephone. The Government is not required to respond to or post all Q and As.

Additional Information: Responders are advised that the U.S. Government will not reimburse any contractor for any information or administrative costs incurred in the response to this synopsis/pre-solicitation notice--all costs associated with responding to this synopsis will be borne solely by the interested party. Not responding to this synopsis/pre-solicitation notice does not preclude participation in any future RFP or other solicitation, if any is issued.

The Government reserves the right to reject, in whole or in part, any private sector input as a result of this synopsis/pre-solicitation notice and request for comment. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
