Related Notice: Wideband00742_RFI (February 2025) This notice informs potential vendors of the Army Contracting Command – Aberdeen Proving Ground (ACC-APG)’s intent to solicit a sole source justification for the development, production, and sustainment of up to eight (8) High-Altitude Electromagnetic Pulse (HEMP) SATCOM Terminals. This action is being conducted on behalf of the Product Manager Wideband Enterprise Satellite Systems (PdM WESS) and the Project Manager (PM) Integrated Enterprise Network (IEN).
The Government intends to sole source this effort to L3Harris Technologies, Inc. in accordance with Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2). Contract Information This requirement will modify the existing Large Wideband SATCOM Terminal Indefinite Delivery, Indefinite Quantity (IDIQ) contract, W519TC24D0024, awarded in July 2024 by ACC-Rock Island.
The anticipated award date for this modification is February 2026. A Sources Sought notice (Id: Wideband00742) was previously published by ACC-APG on February 20, 2025. Requirement Overview The effort encompasses the engineering, development, and production of up to eight High-Altitude Electromagnetic Pulse (HEMP)-protected SATCOM terminals. Services include engineering, integration, testing, installation, documentation, integrated product support, software maintenance, and depot support.
The HMFT design will prioritize reuse of existing Large Wideband SATCOM Terminal (LWST) hardware and software components where feasible, integrating them with unique designs to meet stringent technical specifications.
Key Requirements & Standards The HMFT must comply with rigorous military certification requirements for Wideband Global SATCOM (WGS) operation and adhere to the following standards: MIL-STD-188-164b – Interoperability of Super High Frequency Satellite Communications Terminals MIL-STD-188-125 – High-Altitude Electromagnetic Pulse Protection For Ground-Based C4I Facilities Performing Critical, Time-Urgent Missions for Common Long-Haul/Tactical Communications Systems Joint Interoperability Test Command (JITC) certification The contractor will perform design efforts at both the system and subsystem levels, ensuring integration of components (antennas, converters, amplifiers, etc.) to meet HMFT system specifications and applicable military standards.
