Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to provide sports officiating services in support of the multiple high schools located within mainland Japan (DoDEA has schools in the following areas: Misawa Air Base, Yokota Air Base, U.S. Fleet Activities Sasebo, United States Marine Corps Air Station Iwakuni, Commander Fleet Activities Yokosuka, and Camp Zama.)
The contractor shall provide the required number of certified officials as required by National Federation of State High School Associations (NFHS). Sports to be officiated are football, volleyball, basketball, baseball, softball, soccer, wrestling, and track & field.
The contractor shall provide all management, tools, equipment, labor, uniforms, and transportation, unless otherwise specified as government furnished, necessary to ensure athletic official services are performed in accordance with the objectives and standards outlined within the forthcoming Performance Work Statement. This requirement calls for the continuous efforts on the part of the contractor to ensure certified athletic officials are available during the entire contract period of performance.
RFI Submission: Potential sources are invited to submit a Capabilities Statement, up to 5 pages, in response to this RFI. Responses should address the following:
Potential Source's Capability to:
Provide certified NFHS officials (non-certified officials may not officiate). Provide the required number of officials for all games and a plan to provide backup officials in case of last-minute absences/delays. Provide a quality assurance plan to ensure officials follow the rules of NFHS and the terms and conditions of the contract. Meet officiating needs even when the schedule is provided to the contractor with short notice and/or there are last minute schedule changes.
The period of performance for these services has an anticipated start date of 01 August 2024. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors’ responses to this RFI.
If your firm is interested, capable, and qualified to provide these services in one or more of these areas, please submit written information supporting this capability and identify which area your firm would be interested in.
Capability statements shall consist of no more than 3 pages and include a cover page with the company’s name, business mailing address, point of contact, telephone number, Unique Entity ID (UEI), Commercial and Government Entity/NATO Code (CAGE/NCAGE) and Company’s website address/Uniform Resource Location (URL).

Vendor’s e-mail message shall state “HE1254-24-R-OFFICIALS” in the subject line. Telephone calls regarding this RFI will not be accepted.
For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 711219, Other Spectator Sports; Size Standard, $16.5M; and Product Service Code, R499 Support- Professional: Other. Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements. Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with DoDEA.
