Education Services for Eligible Dependent Pk-12 Students at Arecibo-Barceloneta, PR

This pre-solicitation serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors should not submit quotes until the solicitation is posted to SAM.gov.

The Department of Defense Education Activity (DODEA) has the following requirements: DoDEA requires a comprehensive non-sectarian education program for PK-Grade 12 for up to 25 dependent children of DoD personnel assigned within commuting distance of Arecibo-Barceloneta, Puerto Rico (PR) that will allow student to begin attending class when School Year 2024-2025 begins.

The Contractor shall provide all necessary labor, services, administration, supplies, equipment, and other items necessary to provide a developmentally appropriate nonsectarian educational program that provides a traditional United States curriculum in accordance with applicable US laws and regulations. All instruction shall be provided in English.

The Contractor shall provide, as required, counseling services, limited learning center and remedial support service needs that can be accommodated within the school’s existing program, intramural and extracurricular activities, and a lunch program consistent with applicable federal laws and regulations. The educational program must be accredited by a nationally recognized accrediting organization (for example, Cognia or the Middle States Association of Colleges and Schools).

The applicable North American Industry Classification System (NAICS) code for this requirement is 611710 (Educational Support Services) and the applicable Product Service Code (PSC) is U009 Education/Training – General. Interested parties must be registered under the NAICS code in the System for Award Management (SAM.gov) prior to submitting a quote. DoDEA intends to issue solicitation number HE1254-24-Q-0027 in support of this requirement.

This will be a commercial procurement in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). This requirement will be competed under Full and Open Competition on SAM.gov. The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, and may result in a single or multiple award contract with a one-year base period and a four one-year option periods.

The anticipated posting date of the solicitation is on or about 30 April 2024, with a closing date on or about 31 May 2024. This is not a request for proposals or quotations.
