Notice of Intent to Sole Source Award Blast Panel Support Frames

The Defense Threat Reduction Agency (DTRA) intends to award a sole source firm fixed price contract to Oldcastle Infrastructure to purchase Blast Panel Support Frames to support DTRA’s Nuclear Enterprise Directorate. This procurement will be conducted under FAR Part 13 - Simplified Acquisition Procedures. Oldcastle Infrastructure is the only known source for this requirement.

The statutory authority that permits other than full and open competition for this acquisition is FAR Subpart 13.501(a)(i), and this requirement is supported by an approved sole source justification. The North American Industry Classification System (NAICS) code applicable to this requirement is 327390, and the small business size standard is 500. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

However, interested parties have fifteen (15) days from the date of publication of this notice to submit, in writing, clear and convincing evidence of their qualifications and/or capabilities to provide Blast Panel Support Frames to the identified point of contact. Information received from this notice will be used solely for the purpose of determining whether to conduct this procurement competitively.

Responses received after fifteen (15) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based on the responses to this notice, is solely at the Government’s discretion. The Government will not reimburse for any expenses incurred in responding to this notice.
