**AMENDMENT #2: The proposal due date has been extended until January 9, 2024 at 4:00 PM (EST).
AMENDMENT #1: This Amendment provides responses to questions received from Offerors, per the attachment "Amendment 1_Questions_RFP-Solicitation_HDTRA123R0067 - Responses - 12-18-2023". ** The Defense Threat Reduction Agency (DTRA) has the requirement to procure administrative services and logistics support, for its On-site Inspection and Building Capacity (OB) directorate. These services will aid the Government with Government-led and conducted Treaty and mission-related training courses, seminars, and meetings.
The Government intends to award a Firm-Fixed Price (FFP) contract, on a Lowest-Price Technically Acceptable (LPTA) basis. This Request for Proposal is a combined synopsis and solicitation for commercial services prepared in accordance with FAR 12.6 and FAR 13, and as supplemented with additional information contained within this notice. This announcement constitutes the only solicitation; and is an invitation for all qualified Offerors to provide a proposal submittal within the timeframe noted in this Notice.
This is a “Full and Open” competition requirement, and is not a set-aside for small business. The assigned NAICS code is 611430 “Professional and Management Development Training”, with a size standard of $15 million. The PSC code is U099 “Education/Training – Other”. In order to be technically acceptable, proposals must meet the “Treaty Training Logistics and Administration Support Requirement Specifications” as noted in the SF33 and all Exhibits/Attachments.
The Government’s intent is to evaluate proposals and award a contract without discussions with Offerors. Each Offeror’s proposal should be complete and accurate, and contain the Offeror’s best price. All proposals must be submitted via e-mail to Ms. Elizabeth Booher, Contract Specialist, at e-mail: elizabeth.a.booher.civ@mail.mil, with cc: to Mr. Eric Rode, Contracting Officer, at eric.m.rode.civ@mail.mil, not later than January 9, 2024 at 4:00 PM (EST).
Offerors must return a signed copy of the SF33 and any Amendments with their proposal. Offerors may also provide a copy of the price information in their company’s format, as long it contains the following information: Offeror’s Company Name Offeror’s CAGE code Offeror’s POC/Phone/E-mail Prompt Payment Discount (if any) Total Price for CLINs 0001, 1001, 2001, 3001, and 4001, along with individual pricing for each subCLIN.
Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any Department of Defense (DoD) contract. This may be accomplished electronically at: https://www.sam.gov. The Offeror must fully input its Representations and Certifications for a complete record. The Offeror’s Representations and Certifications in SAM will be considered to be included and submitted with it’s quote.
This combined synopsis and solicitation is a Request for Proposal only and in no way obligates the Government to award a contract or to reimburse the Offeror for any costs incurred in preparing a response to this Request for Proposal.
