In accordance with Federal Acquisition Regulation (FAR) 5.201 and 5.204, the United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting on a sole source basis with Northrop Grumman Systems Corporation (NGSC) to procure M230/30MM gun components, spares, repair parts, and sustainment engineering. The intended award will result in a Firm Fixed Price (FFP) indefinite Delivery –Indefinite Quantity (IDIQ) contract.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition.

Interested persons may identify their interest and capability to respond to the requirement by submitting capabilities statements not longer than 10 pages in length. Any interested source must address how it will meet the system specifications without substantial duplication of cost and schedule. This notice of intent is not a request for competitive proposals. However, all capabilities statements received within the closing date set in this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide theri capabilities statement along with supporting documentation to Contract Specialist Jared Mitchell via email at jared.a.mitchell.civ@socom.mil AND Contracting Officer Ryan S.
