Oxygen and nitrogen 16 movable pack cradles (racks)

Amendment 1 - Provided Q&A in attachments and revised H9224024Q2006 quote submission date from 06 Feb 2024 to 08 Feb 2024. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice.

This announcement of solicitation number H9224024Q2006 issued by Naval Special Warfare Command (NSW) for the execution of four (4) oxygen and nitrogen 16 pack movable cradles allowing allow for a one-time connection of 16 cylinders, to one manifold, to provide one source for charging in support of the Dry Desk Shelter (DDS) program. This constitutes the only solicitation. The solicitation is issued electronically via SAM.gov and interested parties must comply with that announcement.

Interested offerors should monitor SAM.gov for the release of the solicitation and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. All responsible sources may submit a quote, which the agency shall consider. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120, with a small business size standard of 1,200.

Offerors may submit written questions during the proposal preparation period. All questions shall be submitted electronically to Emily.lonigro@socom.mil and must be received no later than 10:00 A.M. (EST) on 25 January 2024 to allow adequate time to prepare a response prior to the date and time set for receipt of quotes. Only written questions will receive a response.

It is required that each question shall include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification. All questions shall be directed to the Contracting Office by email, citing the following subject line: "H9224024Q2006_OFFEROR NAME_Question”.

Quotes are due no later than 10:00 A.M.(EST) on 06 February 2024. The quotes shall be valid for no less than 180 days from the date of RFQ closing; a statement affirming this fact shall be included in the quote. Quotes shall be submitted electronically to Emily.lonigro@socom.mil. Email is the only acceptable method of submission. No facsimile quotes will be accepted. Submission of a quote(s) through the SAM system is not permitted.

All quotes shall be directed to the Contracting Office by email, citing the following subject line: "H9224024Q2006_OFFEROR NAME”. Electronic quotes shall contain separate files for each volume and shall be labeled as follows “H9224024Q2006_OFFEROR NAME_VOL X”. Individual emails shall not exceed 10MB. Offerors are notified that Terms and conditions, including selection and award information, are contained within the solicitation documents and attachments hereto.

Offerors must include a statement that it either (a) agrees to the terms and conditions of this solicitation in its entirety and any solicitation amendments; or (b) takes exception to any terms and conditions of the solicitation, and clearly identifies those exceptions. Exceptions to any of the terms and conditions may be considered by the Government to be unacceptable.

Parties interested in submitting a quote are highly encouraged to review all solicitation documents and attachments in its entirety to ensure compliant quote submittal. This combined synopsis/solicitation shall not be construed as a contract, a commitment to contract, or a commitment by the Government incurring an obligation of any kind.
