Lawrence Livermore National Security, LLC (hereinafter called “LLNS”) is seeking sources for the performance of Inspection and Testing Support Services in support of LLNS’ management and operation of the Lawrence Livermore National Laboratory (LLNL).
The services will entail providing qualified personnel, equipment, and facilities to perform inspection, testing, and geotechnical support for new construction, alterations, and maintenance of facilities located at LLNL Site 200 (Livermore, CA), Site 300 (San Joaquin County, CA), and various off-site fabrication locations.
Only contractors that have considerable expertise and experience in construction inspection, field and laboratory materials testing, and geotechnical engineering—and who possess the necessary qualifications including AASHTO certification, ICC certifications (General, Electrical, Mechanical, Building), and California-registered Professional Engineers (Civil/Structural)—will be considered.
Areas of Inspection and Testing Include:
Soils and Aggregate Base Compaction – in-place density testing using nuclear gauge, moisture content analysis, and compaction verification per ASTM standards. Concrete Placement – verification of mix design, temperature and slump monitoring, cylinder testing for compressive strength, and reporting of break results.
Asphalt Placement – monitoring of temperature, compaction, thickness, and density testing using nuclear gauge, including collection of delivery tickets and quality verification per Caltrans specifications. Structural and Pipe Welding – inspection by AWS Certified Welding Inspectors for field and off-site fabrication work, including verification of welder qualifications and visual inspection results.
Roofing Inspection – observation of built-up and thermoplastic membrane roofing systems for compliance with project specifications, material storage, and installation procedures.
Geotechnical Services Include:
Subsurface Investigation and Reporting – soil sampling, laboratory testing (Atterberg limits, unconfined compression, sieve analysis, R-value, pH, resistivity, etc.), and preparation of design recommendations. Field Observation and Testing – density and moisture testing during grading, trench backfilling, and paving using ASTM D6938 and D1557 methods. Environmental Soil Sampling Support – drilling assistance, soil sample handling, and contamination control per LLNL environmental standards.
Construction Support – observation and testing during foundation excavation, utility trench backfill, retaining wall and pavement construction, and site grading.
