This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary and will be used only for market research purposes to determine availability of sources, commerciality, and competitive strategy. The government assumes no financial responsibility for any costs associated with any response to this notice as incurred by prospective contractors.
Project Title:
Procurement of Various Sized Paper Bags Tracking Number: GRSSC-24-SS-0021 The Navajo Area Indian Health Service (NAIHS), Gallup Regional Supply Service Center (GRSSC) is seeking capable Socio-Economic Small Businesses and other Small Businesses interested in providing the attached list of Paper Bags to satisfy this requirement.
The Indian Health Service (IHS), Gallup Regional Supply Service Center is located at 2400 Fuhs Avenue, Building No. 10, Gallup, NM 87301. GRSSC is seeking capable sources for the procurement of various size paper bags that are in stock and available to be shipped immediately (10 days after receipt of order). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 322220, Paper Bag and Coated and Treated Paper Manufacturing.
The government will evaluate market information to ascertain potential market capacity to provide supplies with those described in this notice. THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH WILL BE USED TO DETERMINE THE ACQUISITION STRATEGY SUCH AS TOTAL SMALL BUSINESS SET ASIDE, ANY OTHER SOCIO-ECONOMIC SET ASIDE, OR UNRESTRICTED.
NOTE: If this requirement is set-aside, FAR 52.219-14 (DEVIATION 2019-01) Limitations on Subcontracting will apply; similarly-situated entity description applies. This clause requires that the concern perform at least 50 percent (50%) of the cost of the contract, not including the cost of materials, with its own employees.
SUBMISSION INSTRUCTIONS: All interested sources must submit a capabilities package to the primary point of contact listed below, no later than February 9, 2024 at 5:00 pm. AT A MINIMUM, THE FOLLOWING INFORMATION MUST BE SUBMITTED TO THE POC LISTED IN THIS NOTICE:
1. Confirm the Small Business status you qualify for under following NAICS Code: 322220, Paper Bag and Coated and Treated Paper Manufacturing. If the proposed NAICS is not the customary or applicable NAICS relative to the needs description, include your firm’s proposed NAICS and rationale for the different NAICS.
2. Evidence of recent (within five years) experience in providing products listed on the requirement which include:
Provide a list of all private industry or government contracts for similar items you have delivered. Please include the contract numbers, customer point of contact with current telephone numbers, e-mail addresses, addresses, dollar value of the contract and brief description of the supplies provided on the contract. Geographic Coverage Provide documentation you are an approved distributor of the supplies.
Shelf Life: All items being provided must have a shelf life between 3-6 months, at a minimum.
Delivery/Logistics: Provide evidence that the items are readily available and can meet the Delivery Timeframe (7-10 days after receipt of order).
Warranty: Provide information on your return policy for any damages, overages and shortages.
3. Provide firm’s UEI Number.
4. Indicate firm’s size – small or other-than-small; and other socio-economic program participation such as small-disadvantaged, 8(a)-certified, HUBZone, SDVOSB, and/or WOSB/EDWOSB.
5. A positive statement of your intention to submit a quote to an upcoming solicitation as a prime contractor.
6. Confirm you are registered with Invoice Payment Platform (IPP), government payment processing software.

Any information provided by industry to the Government as a result if this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government’s use of such information or otherwise pay for the information provided in response.
The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.
Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation.
All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested qualified parties. If adequate interest is not received from small business concerns, the solicitation may be issued unrestricted without further notice.
