GPiLEARN+ Online Learning and Management System

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 This solicitation is full and open however, all responsible small businesses are invited to submit proposals. Offerors must demonstrate the ability to fulfill the requirements outlined in the SOW. The associated North American Industrial Classification System (NAICS) code for this procurement is 611420. The FSC/PSC is U099.

The NIH Office of Research Facilities, Central Utility Plant is seeking to purchase GPiLearn+ online Learning Management System to deploy & track training for Central Utility Plant personnel. The resultant award will be a purchase order for a period of five (5) years consisting of one (1) base year and four (4) option years.

Base Year - 1 September 2024 – 31 August 2025 Option Year 1 - 1 September 2025 – 31 August 2026 Option Year 2 - 1 September 2026 – 31 August 2027 Option Year 3 - 1 September 2027 – 31 August 2028 Option Year 4 - 1 September 2028 – 31 August 2029 The Government reserves the right to cancel this solicitation without making an award.
