2024 AASHTO Council on Rail Transportation

FR24RRD010000000009 NOTICE OF INTENT TO AWARD SINGLE SORCE CONTRACT Pursuant to 13.106-1(b), the Federal Railroad Administration (FRA) intends to negotiate a single source purchase order with AASHTO Council on Rail Transportation for annual meeting registration taking place in Norfolk, VA on September 23, 2024 through September 26, 2024. The 2024 AASHTO Council on Rail Transportation Annual Meeting (held in Washington, DC) is an opportunity to discuss industry trends and challenges, provide technical assistance to grantees, and build relationships with FRA’s stakeholders.

Additionally, this meeting allows FRA to conduct critical stakeholder outreach. FRA has been lauded by oversight agencies for its outreach activities, many of which have occurred at the Rail Council. RPD participation will include presentations, informal technical assistance to states and professional development opportunities. No other source can satisfy this requirement as AASHTO is the sole provider of the 2024 AASHTO Council on Rail Transportation Annual Meeting, and no other source can provide such services.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
