The Defense Health Agency Contracting Activity – Healthcare Contracting Division – South intends to award a sole source requirement to provide and deliver, on a lease basis, a fully integrated urinalysis platform capable of performing 4,125 each urine, microscopy and automated cell counts on cerebrospinal fluid, peritoneal fluid, and synovial fluid samples per month in order to support the 96th MDG laboratory located at Eglin AFB, Florida., to Beckman Coulter, Inc. (Cage Code: 0HWD8) located at 250 S Kraemer Blvd, Brea, California 92821 under the authority of FAR Part 13.106-1(b)(1)(i).

This notice is neither a request for competitive quotations nor a solicitation of offers. A determination by the Government to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested companies may identify their interest and capability to satisfy the requirement. Responses to this notice should include:

1. Written narrative (not to exceed 1 page) of Contractor’s capability to provide the following:

The main objective within this requirement is for the contractor to provide and deliver one (1) integrated urinalysis analyzer, on a lease basis, with Risk Management Framework (RMF) approved middleware capable of user defined rules to facilitate auto-validation of normal patient results into laboratory information systems (LIS) and reagent/supply storage unit/cart, test equipment and associated power ware, and all validation supplies, consumables and reagents.

The urinalysis analyzer will perform an average of 49,500 tests annually. These tests are critical for the management, diagnosis, and treatment of various diseases and infections, as well as for the medical readiness of patients worldwide. Furthermore, the Government is requesting technical support and maintenance (hardware/software) to be included in the requirement throughout the period of performance for the one (1) leased analyzer and one (1) government owned Beckman Coulter Iricell 3000 analyzer.
