FEMA intends to provide a sole source modification to the current task order it has with Booz Allen Hamilton, 70FA5023F00000022, to increase the scope and add funding for World Cup Exercise support. The FEMA Regional Planning Branch coordinates and supports planning efforts with all FEMA Regions. In addition, the Branch works with FEMA Resilience developing comprehensive integrated plans to prepare for major events.

The 2026 World Cup will take place June 12 – July 19, 2026. FEMA HQ Components and Regions 1, 2, 3, 4, 6, 7, 9, and 10 are collaborating to support DHS Special Events Working Group along with State and Local governments as they prepare for 2026 World Cup activities at eleven venue sites designated as either SEAR 1/2 or NSSE events/locations. FEMA is required to support World Cup SEAR/NSSE events.

The eleven local jurisdictions will be planning for a large influx of attendees for large scale events sometimes happening simultaneously across multiple regions. This will require a high level of planning, exercising, and training for both Federal and local officials. An Integrated Preparedness Planning Workshop (IPPW) provides the forum for identifying tasks that are required before World Cup events begin.

The IPPW is a set of meetings that will establish the strategy and structure for an integrated World Cup Planning, Training, and Exercise program, including broader Preparedness efforts across the whole community, while setting the foundation for the planning, conduct, and evaluation of individual training and exercises.

The scope of this current Exercise Branch Support Task Order (GS00Q14OADU108_70FA5023F0000022) provides the necessary requirements to complete an IPPW under its Statement of Work using the Homeland Security Exercise and Evaluation Program (HSEEP Doctrine). This document provides additional requirements specific to the 2026 World Cup. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Statement of Work for the World Cup Exercises tasking is attached to this sole source announcement.
