Notice of Intent to Sole Source - Access to National Market Share Data

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. 6.302-1 required by statute. This acquisition is conducted under the authority of United States Code 41 U.S.C. 3304(a)(5).

The objective of this acquisition is to obtain access to national retail sales scanner data from markets representing the total U.S. for the years 2018-2024 initially and each subsequent rolling 5-year period over the period of this contract as well as access to out-of-stock and weekly sales data for select categories, additional product data and information, and the option to acquire other data types (e.g., eCommerce, consumer data, eating pattern data).

The access in conjunction with other sources of data available to FDA will allow us to continue monitoring packaged consumer goods and perishable foods in the U.S. market, out of stock rates for particular foods/drugs, and eCommerce sales as well as to conduct food supply surveillance and supply chain monitoring to enable analyses that will inform health and safety policy decisions. The Government intends to sole source to Circana, Inc.., 150 N CLINTON ST CHICAGO IL 60661-1402 for this requirement.

Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

A determination by the Government not to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
